Ten Bears assisted OMB/DFM with pre-purchase due diligence with four parcels proposed for use on the Sussex County Family Courthouse project. This included completing a Phase I Environmental Site Assessment (ESA) to identify potential environmental concerns. Ten Bears identified concerns during the ESA primarily related to the historical use of the site as an automobile dealership / servicing facility. As a result, Ten Bears performed a Phase II ESA, which generally included soil borings for field screening and the collection of soil and groundwater samples for laboratory analysis. The samples results detected contamination, primarily petroleum-based, in the subsurface. Accordingly, Ten Bears assisted in enrolling OMB into the Delaware Brownfield Program.
The Brownfield Investigation performed by Ten Bears generally included coordinating with a subcontractor to provide a geophysical survey on the site, which resulted in the detection of several underground storage tanks and hydraulic lifts; completing soil, groundwater, and soil gas sampling to further evaluate environmental conditions at the site; coordinating and reviewing the removal of the referenced on site underground storage tanks; coordinating the removal of contaminated soils to an off-site recycling facility; and working with DNREC to get approval throughout the process.
After the investigation and some remedial actions were performed, Ten Bears completed Soil-Reuse Plans, Contaminated Materials Management Plans, Environmental Covenants, and provided other recommendations to assist the project managers with meeting environmental regulations, which was a major component of their planning process. Ten Bears currently is assisting as the primary construction oversight contractor, specifically in areas of known contamination, and has assisted in the removal of contaminated soils detected during ground disturbing activities.
